- Elizabeth City State University: Coming in at #5 on the list is a public HBCU in Elizabeth City, North Carolina. The school has a price of $8,047 for their out of state tuition and fees for the 2022-2023 school year.
- University of North Carolina—Pembroke: Coming in at #2 is UNC Pembroke in Pembroke, North Carolina. The school has a price tag of $7,496 for their out of state tuition and fees for the 2022-2023 school year.
