It’s all a “he says they say” situation. It has lots of moving parts. Basically, Rock Hill and Tepper Sports and Entertainment came to an agreement on public funding. The Panthers claim Rock Hill hasn’t fulfilled it’s commitment. Rock Hill says it has.
In an emailed statement, a spokesman for Gov. McMaster told CBJ, “We understand that there are some issues that need to be worked out and that both sides are doing what they can to make it work. We certainly think everything will be ironed out soon.”

In addition to their personal donation, another $200,000 is being donated from Carolina Panthers Charities. The park will be the first of its kind in the country.
