13 North Carolina Laws Going Into Effect January 1, 2022

We can see more of a focus on mental health this year in North Carolina. As the new year begins, so do new laws.

Roughly 20 laws went into effect in whole or in part on January 1, 2022. We have compiled a list of 13 of them you should know. Many of these new North Carolina laws are the start of a multiyear reduction in the individual income tax rate and another round of higher-income deductions.

• 2021 Building Code And Development Regulatory Reforms

  An Act To Provide Various Building Code And Development Regulatory Reforms.

• Child Tax Credit

  Share

  In 2022, the per-child tax deduction will increase by $500. Families making up to $40,000 will now be eligible for a $3,000 per-child deduction - an amount that gradually phases out as income increases. Yay for children!

  A Bill Modifying the implementation of the North Carolina Read to Achieve Act. The Third Grade Reading Program Is Designed To Ensure Statewide Reading Proficiency.
• Additional Info on Health Insurance Cards

  Thanks to the Entire Health Act, there will now be additional information on Health Benefit Plan Identification Cards.

• Support Law Enforcement Mental Health

  An Act To Require Psychological Screenings Of Law Enforcement Officers Prior To Certification Or Employment; to Educate Law Enforcement Officers On Maintaining Good Mental Health, And To Provide Information To Law Enforcement Officers On Mental Health Resources Available; And To Create A Physical Fitness Study.

• Expedite Child Safety and Permanency

  An Act To Amend Various Abuse, Neglect, And Dependency Laws To Ensure The Safety Of Children In Out-OfHome Placements And Expedite Permanency Planning Hearings For Children Who Have Been Removed From The Home; and more.
• Criminal Justice Reform

  An Act To Increase Protections, Training, And Oversight For State And Local Law Enforcement Officers; To Create A Decertification Database; To Require Use Of The Federal Bureau Of Investigation's Next Generation Identification System And Rap Back Service For Law Enforcement; To Require Reporting Related To Giglio Material; and more.

• Enhance Local Government Transparency

  An Act To Enhance The Independence Of The Annual Audit Of Units Of Local Government Previously The Subject Of An Audit By The State Auditor, To Require Garnishment Of Certain Monies Owed To An Elected Official Of A Unit Of Local Government In Certain Instances; and more.

• Reduce Regulations To Help Children with Autism.

  An Act To Reduce Unnecessary Regulatory Constraints For Applied Behavior Analysis.
• Electronic Transaction Fees/Official Fees

  An Act To Amend The Consumer Finance Act To Allow The Recovery Of Electronic Transaction Fees Imposed By Third Parties And To Amend The Retail Installment Sales Act To Clarify The Definition Of Official Fees.

• In-Service Training/ Magistrates

  An Act To Ensure That All Magistrates Receive The Education Necessary To Perform The Duty Of A Magistrate.
